We know that the Smartmatic SAES 1800, a precinct-count optical scanner (PCOS), made gross errors in scanning and counting during the final testing and sealing phase of the 2010 Philippine elections, a few days before election day. The PCOS counts were so far from the correct numbers that an embarrassed Comelec ordered the testing to stop.
The problem was supposedly corrected by Smartmatic in time for the May 10 elections.
But now that the Election Returns printed by the PCOS machines are starting to come in, it seems that not all the errors were corrected. We are now getting various reports of unusually regular voting patterns in the election returns from these PCOS machines.
This site is meant to collect these problems, document them, analyze them, and trace their cause. In the process, we hope to arrive at the truth behind the 2010 national elections: Did the counting machines really work? How well? Did they count accurately on election day? What was their error rate? Who actually won the various positions being contested in the 2010 elections? Were wrong winners proclaimed?
